Start by sanding the area to completion
With a very thin parting tool (1/32") cut your first groove.

Cut your second groove

With a skew laid flat (round skew shown) use the long point to round over the inner ring

Now round over the other side

I just tried that on a bowl & I guess it was thinner then I thought I went right through the bottom. Cry

Doug,
I figured that out Grin instead of having just a plain foot I wanted to dress the inside up a bit.  That's ok I fixed it I used a forstner bit & turned a dowel then glued it in.

Can't hold wrapped candy in a funnel. Grin it has a tendency of falling out.

I use a Crown 3 point tool to make the groove and bead on most of my bowl bases.  It more or less does the same thing without having to change tools.

I use to make beads on the bottom of my bowls like this...  But I used the diamond point scraper instead of a parting tool.  Nowadays I only use a small detail gouge ground to a long point with the wings ground over.  It gives me a smoother cut.
