Can someone tell me, can U put a lacquer finish over BLO or tung oil ?

I'd recommend using shellac as a barrier coat.  Lacquer definitely doesn't work on top of those, it almost peels off.  Shellac makes a good barrier coat between most finishes.

I like the oils to pop the grain, an condition the wood.So can I use BLO let dry, apply Shellac, let dry and then continue with lacquer ?

You shouldn't put laquer over any type of an oil finish as it not only can peel,it can totaly ruin whatever you have gotten done.You can use it as a sealer or base coat under oil type finishes.
