I made some scoops that way a while back.  I didn't turn the eccentric handle though.  That's a great idea.  I will have to give it a go.

As usual... I like it as I did all his others, well done, had me looking at my fingers when he turned the dipper part!

Actually, with minor variations on the handle, the Marley scoop is actually a Soren Berger scoop.  There was a demonstration video of Berger turning his scoop on the old online Woodworking Channel.
