Phil, all one has to do is check a box when they are creating a poll to allow nonmembers to vote.
I left nonmembers out for the reason you just mentioned.

i inputed the pic num, turner, vote count in excell. sorted by turner first, then count and removed those with multiple entries. took those remaining and resorted and do not come up with a tie.

this is what i come up with:

Ron, I would have sorted by count first then eliminated any from a turner that was duplcated in the top 12 and then gone from there. If a turner ended up with two in the top 12 then all but the first one should be removed.
