Nice rack!  How did you attach the PVC tubes so that they don't fall over?  Thanks for sharing!

I mounted 3/4" wood discs (the size of the pvc's inside diameter) to the larger table top. Each of the discs also had a felt pad on the top, just to cushion the chisel handles a bit.

Each disc was glued in place and also had a couple of 23 gauge pins set with an air powered pin nailer. I then was able to use the pin nailer to nail through the pvc's sidewall to the disk. Then repeat for each disc/pipe combination.

I also have a stool with a back, I think I can canabalize it for the better good.  I like the concept, thanks for the post
