is this a problem----using between coats---seems to leave a tacky feeling--is there a better procedure

Tack cloth works great for picking up the fine particles BUT, I would wipe afterwards with lacquer thinner or mineral spirits.
Tack cloth is nothing but linseed oil and cheese cloth. You don't want to have sticky (dust attracting) oil residue in between coats of lacquer.

Can be surprising the range of products people call "lacquer."  Can you be more specific?

Should be unnecessary use tack cloth between coats of lacquer. You can blow off excess if you like, but lacquer is a burn in finish that melts itself into previous coats, so the dust melts in.  With varnish or polyurethane the dust from one coat will not melt into the new coat and should be removed.
