sandpaper clogging up

Trying to sand Zinsser bullseye waxfree sealcoat.  Sandpaper keeps clogging.  400 grit, mirka paper, 250 rpm's, light pressure.  Any thoughts or suggestions?

Looking at the pic, I would say that the shellac is not dry. If you believe that it is, the other problem could be heat. You are melting the shellac onto the paper. The only other advice I can offer is that you are sanding too fast. I know, because I do this frequently. Slow the lathe down, if you can. Clearly, the shellac is not coming off as powder, which is should be, all factors being correct.

Edit: I forgot to ask. Did you start sanding at 400? If not, what did the grits look like? If they looked OK, I would say that you heated/softened the shellac with the previous grits.

Grant hit all the main suspects but I'll add this.
You need to keep moving the paper, leaving the paper static in one area can build enough heat to cause the issue you're having very quickly, even at 250 rpm.
