I built a small boot rack out of MDF and sprayed it with Rustouleum oil base primer. Is it safe to paint over it with a latex paint

A coat of Shelac first will solve the problem. I made the mistake on a cabinet and could scrape the latex off with my fingernail. Shelac pretty much sticks to almost anything and provides a good base for the latex.
