i have made a layer tea light candle holder and one layer is 1.5mm alumium, can i turn this with my carbide tools?

Any HSS tools will cut it and that thin I believe even high carbon tools will as well.  At least we did in the machine shop until we got some HSS then carbide.

Cutting is one thing, sanding may (or may not) be a bigger problem.

Yes
I've put some, less thick than you're trying, in a few pieces without issue.
Frankly, I've had some tropicals that seemed to be harder to cut than aluminum.
I cut this with good ole HSS
