You could appeal to your local woodworking clubs to see if anyone has a CNC router. I could do it, but I'm in the Great White North, so it's likely not a solution.

Failing that you could make a pattern out of pressboard and use a laminate trimmer with a bearing bit to cut the cross.

One could assemble discrete pieces of the correct dimensions to make a template to pattern route with a plunge router.

I placed a cross and fish on a box for a friend.  I raised the box on a cove routed perimeter footing, creating a cavity (recess) on the underside, follow me? Then, i just made the fish and cross from contrasting wood anf glued them on. Looked very nice. Just a thought.

For making something like a cross, a very simple shape, straight sides and 90 degree corners. Template routing may be overkill, as you'll most likely want/need to square up the inside corners by hand.
(template routing leaves inside corners the diameter of the guide bushing)
Segmenting a cross in a flat plane couldn't be easier and will provide square corners.
Depending on the size, mortising by hand is also straight forward.
If you decide to inlay a piece or pieces, I suggest to sand the edges of the inlay with a slight under-cut angle. This way the inlay gets tighter as it's tapped into the mortise.
