I have read there is an off topic area. The one time I saw a link it told me I didn't have access. Do I need to ask for permission?

you need to add your birthday (have to be over 18) to see TOT.

click on User CP on the menu bar.
click on Profile tab.
click on Edit Profile and enter your birthday in the Birthdate: field.
click on Save Changes when done.

that should turn on TOT (Totally Off Topic)
